1、 Project Background
 
At present, in the smelting industry, after the transformation of a submerged arc furnace into a closed furnace, there is a vent gas that cannot be completely absorbed. The gas composition is mainly carbon monoxide, containing a small amount of hydrogen. With the goal of carbon reduction and carbon neutrality, some of the gas can be comprehensively utilized for power generation, and the generated electricity will be used internally to reduce electricity costs.
 
2、 Problems Faced by Smelting Tail Gas
 
(1) The exhaust gas cannot be completely dissipated, and most of it is vented and discharged, enduring environmental pressure;
 
(2) Tail gas has a high calorific value attribute and belongs to high-grade energy. Venting it will cause energy waste, which goes against the goal of reducing costs and increasing efficiency for enterprises;
 
(3) Not in line with national carbon reduction and carbon neutrality policies, affecting the development of enterprises.
 
3、 Encouragement policies
 
(1) Article 49 of Section 2 of the Air Pollution Prevention and Control Law of the People's Republic of China (2018 Revision) on the Prevention and Control of Industrial Pollution: Combustible gases generated from industrial production, landfill or other activities shall be recycled and utilized. If the conditions for recycling and utilization are not met, pollution prevention and control treatment shall be carried out.
 
(2) In 2011, the National Energy Administration stated in its "Opinions on Further Developing Comprehensive Resource Utilization" that preferential policies should be implemented to encourage and support enterprises to actively carry out comprehensive resource utilization; Strengthen the comprehensive development and rational utilization of resources to prevent resource waste and environmental pollution; Take measures to support the comprehensive utilization of electricity and heat production.
 
(3) The "Guiding Catalogue for Industrial Structure Adjustment" (2019 edition) encourages the development, application, and equipment manufacturing of technologies such as energy conservation, water conservation, material conservation, environmental protection, and resource comprehensive utilization, as well as the development, application, and equipment manufacturing of the 38th item of environmental protection and resource conservation and utilization, as well as the 15th sub item... comprehensive utilization and treatment technology, equipment, and engineering of the three wastes.

(5) In 2022, the national level successively released "Several Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Fields" and "Implementation Guidelines for Energy Conservation and Carbon Reduction Transformation and Upgrading in Key Fields of High Energy Consumption Industries" (2022 version), proposing to improve the green level of production processes and technical equipment, and improve resource and energy utilization efficiency. The Implementation Guidelines for Energy Conservation and Carbon Reduction Transformation and Upgrading in the Ferroalloy Industry point out that manganese silicon alloy, high carbon manganese iron, high carbon chromium iron, and nickel iron ore hot furnaces are fully enclosed, with a capacity of ≥ 25000 kVA, and are simultaneously equipped with waste heat power generation and gas comprehensive utilization facilities.
